Visual basic is a very easy to learn language that is primarily used in the creation of applications for the Windows environment.
This language is capable of quickly making point and click programs that are just like applications for Windows. By this I mean, the menus, scroll bars, and dialogue boxes that are common to Windows.
It works very well with the Windows API.
It has strong similarities with that of TrueBasic, not to be confused with plain BASIC.
I would very much recommend the on-line help tutorial. It has a lot of the techniques and styles that most beginners will need to get started.
