The keywords you have mentioned correspond to this future version. What we have provided in the current HotSpot release is the floorplan for the EV6/7 core and the tools to query the floorplan for laying out the RC circuit. This version does have some limited flexibility, so if you have a specific need, we can see whether the current floorplanning module supports that.
