I was able to successfully build and run HotSpot (tied with both SimpleScalar and Wattch) under Cygwin. http://www.cygwin.com/ In fact, HotSpot is not directly tied to specific simulators such as SimpleScalar or Wattch. Thus if you have some other power-performance simulator that runs under Windows, you ought to be able to be able to code up the necessary glue to function with HotSpot. Under Cygwin, HotSpot worked beautifully without any hitches.
